Guide for participation in EIA consultation  

Information on public consultations is published on the consultation portal. Relevant material will be available here to provide insight into the project, as well as practical information on consultation meetings.

According to the Mineral Activities Act, the public must be consulted at least at the project description stage (digital pre-consultation) and when the final draft EIA report is available (consultation with citizens’ meetings).

The duration of a pre-hearing for a project description is 35 days. The comments from the public pre-consultation are to be addressed in the final project description documents.

The duration of a consultation for an EIA report is 8 weeks and must include public consultation meetings in cities and buildings affected by the project. If the activities are to be carried out geographically away from cities and builders or outside the municipal division, the Government of Greenland shall decide in which cities and builders public consultation meetings shall be held.

The Government of Greenland shall convene a public consultation meeting at least 14 calendar days before the consultation meeting takes place. The convening of a public consultation meeting shall be advertised in local newspapers and other relevant public and private media. The Government of Greenland shall draw up the minutes of the hearing and subsequently make them public. The Government of Greenland shall ensure that the consultation meeting allows time and access for participants at the meeting to ask questions, comment, discuss the project and read out statements about the project.

After consultation meetings, the company shall draw up a white paper containing all questions and comments from the public on the project. The White Paper is a document containing the responses and comments received during the consultation meetings, as well as the comments of the company and the authorities. The White Paper, including comments and a description of how these have been addressed, shall be included in the final version of the EIA report. Following the public consultation, it shall be presented to the Government of Greenland, which shall decide whether to approve it.

Section 130 of the Mineral Resource Act describes how citizens, interest organisations (Non-Governmental Organisations, NGOs) and others can apply for funds from the Greenlandic authorities for additional studies and advice to clarify issues related to the specific mining projects in Greenland.
